The Standards & Quality Control Division was established under the then Ministry of Communications in January 2000. In September 2002, the organization was renamed as "The National Authority for Construction Standards & Quality Control". In July 2003, this long name was shortened to "Standards & Quality Control Authority (SQCA)" by which we are currently known. SQCA was initially entrusted with the primary responsibility to develop standards and ensure quality in the construction sector. However, Good Governance Plus Document has now designated SQCA as the focal agency for national goods and process standards that will cut across all other sectors. SQCA will ultimately become the National Standards Organization in Bhutan.
